the average income in russia is pretty low, lower than in most european countries (basically, all the countries that are not CIS). however, due to very high inequality, the share of very rich people is relatively high. the mean [edit: median; i confused the words] income is way, way lower than the average income.
low level of inflation is ok for the economy, and all the countries have it, but unpredictable inflation cant be controlled and kinda fucks up ur economic plans, causing panic that is the root of a kind of vicious circle - cz ppl afraif of inflation usually use their savings in a way that favors inflation even more (sell their currency, etc.). also, potential investors trust ur currency less and avoid dealing with u.
high level of inflation often comes as a result of other economic troubles.
there is nothing rly bad in reasnoable inflation if we consider it separately tho.
