Shadow pool is definitely a thing. I had an account back in the day that must have gotten flagged for something... maybe it had low behaviour score way back when i first started playing in 2013, but from 2014 onward it had 10,000 behaviour score and minimal reports (and no, I have never hacked or did anything dodgy lol).

But anyway, it was shadow pooled. Constant 30 minute wait times for games, SUPER toxic teammates every game, lost most games as a result.

There is no way out of it, just create a new account.

I was shadowpooled, and then banned on account, on which I tested cheats (for 1 game, it was totally on testing purpose, trust me).
Even on 8k behaviour, on herald, i was waiting 20-30 min just to play Doka 2. Was banned shortly after, but it was herald rank anyway.

it is, my other account which has like lower than 300 match got shadow pooled in which having 30 minute MM. The way to resolve this is by doing party MM or either have higher match count. Later this week my other account got more than 300 match and the MM seems kinda at normal time, sometime under 10 minute sometime more than 10 minute when I got a lot of winstreak.

It's not shadow pool, it's called smurf pool. Accounts with less than ~800-900 games play in a different matchmaking pool which is why your matchmaking takes longer.

Yes, there are multiple pools. Don't bother trying to figure out their matchmaking algorithms, and play at your own risk.
