Scepter gives +10 stats to everything + 1 meepo (1 more net and 1 more poof) and every meepo shares full stat of main meepo.
2 lances give +28 str +28 agi for ONE MAIN meepo and he gets one less net + one less poof and one less meepo who's hit point is bigger than 560 and deals much more than 28 physical dmg.
