I mean, objectively speaking, he was spamming the forums every day. I don't know if that's enough reason to ban him, but certainly enough to warrant doing something against his behavior. Personally, just deleting his threads would have probably been enough, but whatever, what's done is done. Deal with it, guys.
Yeah, part of the problem wasn't necessarily phantom Riki himself, it was essentially the Dotabuff community responding to his threads and adding fuel to the fire by talking to him in a negative way (exactly what he wants) even some individuals encouraging him in a positive way to keep up this little persona that he has made for himself on this website. (Either way, he wins) If you guys stopped replying to his threads, he'd literally stop doing it. Just unban him, but if he acts up again, just permaban him, maybe this current ban will have been a reality check, everyone deserves a second chance. Just don't give him the attention this time, he'll literally sit at this keyboarding and think " eh, it's not working anymore, no one cares. " and stop.
You try and try to make a troll more famous than an actual person who does something productive just by giving him attention.
