Problem is most "smurfers" are not doing the same thing over and over again aside from creating new accounts, and yes the only time i made a new account before this one i calibrated a little bit over 1k above my main account's current mmr (3699 compared to 2640 now aiming for 4700) which saves a lot of time considering that dota is my first ever moba and i calibrated main acc at 1094 as soon as i was able to play ranked and it took me some damn time to get to 2640 i didn't have problems at doing so but why stick a fork in my eye if i can get the result i need in a matter of months rather than years, besides i mean i dont live to only play dota, then your logic would actualy work. Maybe you should search the real definition of insanity rather than using some quotes from famous people who didn't use the word's true meaning just to make yourself sound smart to people who are not aware. :)
You can't say someone is doing the same thing over and over again in Dota because every game is slightly or even more different.
Building 6 aghanims on Sniper in 1 game is different from building 6 aghanims on Sniper in another game because thyere different games so it's not doing the same thing over and over.
In order to say that someone is doing the same thing over and over, all other variables need to be controlled and accounted for.

sorry to hear pa picker, but my first ever account calibrated at 1098 just because i literaly just heard about dota at the time reaching 2600+ only months later after learning just a bit about the game, my next one calibrated at 3699 after i decided wasting further time on ranked play would be a waste of time as i am destined to go far anyway it would just slow me down, and as the third one goes i am currently 7/10 games complete through the calibration process currently around 4.4k average. I don't think i'm ruining anyone's games during my ranked play. I use normal queue if i wanna dick around or just practice heroes i am ass at, i use ranked games when i truly wanna tryhard.
After all i think i am well well acquainted with games after reaching world's 3rd pvper at one point in a small steam game by the name of Spiral Knights when i was a kid. Guess how i did it? I was doing the same thing over and over again and expecting different results until i finaly got them.
