Higher chance crits give better DPS and are more reliable, but high damage crits can win you games off of simple luck.
the bigger crits also make for pyscho influence cause the dmg output becomes unpredictable u might be fine without ghost scepter but u might aswell die before getting of a spell. makes enemy support stay in more defensive position.

Tbh some of the crits should just have higher chance with a short cd so people have some idea of what to expect
At max level the best to worst crits are :
Hero - dps increase
PA - 52.5%
Jugger - 35%
Daedlaus -35%
WK -30%
Brew -25%(but 10 sec trigger)
Lycan(ult) -21%
Doom(wolf) -20%
CK -20%
Crystalis -15%

Idk, in my games WK crit always seems to be the best, around 700-800 damage, so its not PA level, but happens frequently, not jugg level tho
With his illusions CK has monstrous single target dmg, maybe the highest in the game, but the CD sucks unlike say PL or naga
WK crit is awesome because you generally scale it quite early and with some luck you can 2-shot people around level 10 and up.
CK lvl4 crit is as good as lvl1 jug crit. And even brew crits are better and they come with free evasion and that 10 second trigger rule. But this only matters for ability draft, because a single spell doesn't define a hero and I think that ATM CK is stronger than both brew and jugg. Though I wonder how would skipping crits for stats work.

So apparently there is a larger increase in dps from one point in juggs crit than from 1 point in pa ult. Pretty weird to think about how small level 1 pa crit actually is.
