Tell them in text chat that whatever their issue is okay and you can still win/attempt to resolve their issues and return their focus back on the game.
Don't use voice. I don't know what it is but people don't like that. Maybe just spam >Don't give up!
Beyond that, don't put more than about 30 seconds of effort into it. If they continue just ignore them and focus on carrying 3v7
I have had a bunch of games when I was grinding that were actually saved simply by spamming > Don't give up! or trying to get my team back on focus.
Most casuals lose focus so easily when you lose a teamfight or you're "losing" even though they don't realize you've been farming for the past 15 minutes and you're ready for a big ulti teamwipe.

Recently I have had a couple of people who go afk, people who constantly flame eachother which makes the other person afk, leave or just keep flaming. It definitely makes playing Dota 2 a lot harder because 1 person that is getting flamed will play worse, intentionally feed or just play worse, what can you do, because most of the times where this happens its like a 100% loss.
