It simply means that dotabuff doesn't know what skill it is, but I think we can safely assume it is normal skill.
It means when Dotabuff query valve's API for match details, it does not list the skill level of the game.

it doesnt mean it is the bttom or top of normal skill, just some games in this skill bracket are randomly displayed without any information regarding skill level.
