Well, you shouldn't be able to because all client data passes through server checks. If it works in the test client, it may as well work in the regular client.
Well, there are currently abusable bugs to dupe items in test that don't exist in main due to the change that makes the dupe possible... can't see the image you posted cos of my works firewall though so I couldn't confirm.
Also, there are dota hacks in main too... and VAC bans are done in batch so can take a while to dish out. Plus Dota is a free game... so easy to just create throwaway accounts to cheat on.
