my reactions suck and i have a bad habit of using the arrow keys if i want to precisely adjust my camera because im bad at edge panning, which takes my hand away from my item hotkeys :/

makes no difference when you cant double-click buttons fast cz your keyboard is older than your grandma, and each times you press anything, it gets stucked.
actually it does matter quite a lot.

If u want to find the answer u can check doom , from 0.3 to 0.5 and he bearly can doom anymore
it does make a difference when you're chasing with a disabled blink (dot or whatever) and trying to call them at the edge of its range though

Axe has endured a laundry list of changes since he was introduced to dota long ago in 6.00, including changing him from an AGI hero to a STR hero - 120 changes in all to Axe! Previously there were many changes to Call - the radius, cd, duration, interactions, and armor buffs have all been adjusted. It seems that Ice Frog just can't make up his mind on Axe. Call radius has been as low as 100 units (less than melee attack range)and as high as 400 units (Morphling attack range). But this is the first time we see this fine detail of the mechanics altered.
In fact there are 8 changes to cast points in the 6.84 changelog. I think these are attempts to fine-tune the interaction of each hero with blink dagger. When Axe blinks into the fight, assuming the call is shift queued so there is no delay in beginning the call, you have only 0.3 seconds when it would be possible to dodge it with blink dagger.
Examining the combat logs I find that my reaction time is about 0.25 seconds so while I might very rarely dodge a call on LAN, it never happens online. By comparison I see TI level pro players with reaction times ranging from 0.05 seconds to 0.10 seconds. Nerfing the cast point on call to 0.4 seconds may significantly increase top players chances of dodging it with blink dagger, perhaps even in online games.
Blink has become dramatically more popular in recent patches and I expect to see more and more heroes taking advantage of the instant repositioning power in pro games in 6.84.
How quick are you? Could the extra 0.1 seconds to cast Call be enough for you to blink away from it?
