As others here stated, you can do it by using the -dashboard launch option to set it to one of the predefined backgrounds.
If you want to set any image as background, you can do it by replacing the dota\pak01_dir.vpk\materials\console\background01_widescreen.vtf
Use GCFScape to open the vpk and VTFedit to edit the image. "

Does anyone know how to do this ? im not sure how can i use my created image to replace background01_widescreen.vtf.
