I always play high skill when solo q, and if im not solo q and pick tiny its with friends that bring me to normal skill.
That's the reason you're going down then. If you don't want it to go down, don't pick Tiny with friends
Keep track of your score and division and then you can atleast see if the reason is legit or division related.
"high skill" is not a specific rating, dotabuff have their own system (....-plat-diamond, pro). "high skill" might range from something like plat 5 - diamond 1 (randomly selected, I have no idea). If your match was in the lower end of the "high bracket" it might reduce your rating, which is what these guys are pretty much saying
