As far as quality goes the PA arcana changes the hero on a cosmetically fundamental level whereas the Terrorblade one does not. If you're basing it off which is nicer then it's a matter of preference.

tbh all the arcanas are crap and waste of money, not worth the price tag

WELL I'VE GOT BOTH ARCANAS AND I HAVE TO SAY THAT THE PA ARCANA BRINGS A LOT MORE TO THE TABLE. EVEN WITH A PRISMATIC GEM IN THE TB ARCANA, IT'S JUST A BIT UNERWHELMING AND NOT THAT MUCH DIFFERENT TO THE NORMAL ONE.
