No well, nobody just flat out casts deafening blast... you usually don't dodge it when it is used in conjunction with tornado/euls.
And 1 second longer single target disable over an AoE one (with disarm) with every other spell refreshed?? I'm not saying Hex is bad but its way more situational and people pick it often despite that.
Why are you comparing two items that serve completely different purposes.
In terms of disable hex is infinitely better. Close to minimum MS, disarmed, no evasion nor passives, shorter cooldown -you can use it twice in extended fights- and it's instant cast, which means it's harder to bkb-dodge when you're initiating. On top of that gives better stats than refresher.
Def Blast just disarms and you can use bkb right after you land from tornado and dodge both blasts, you can cast spells, slows much less, really no point to compare.

Yes but that timing window is extremely short, you mess up your spell timing and you end up with two dblasts that do nothing. Unless you hex a creep, sheepstick is much more reliable.

I dunno, refreshing deafening blast alone is enough reason to get it.
I consider deafening blast superior to hex because its AoE. Some people argue that you get hex to get the jump one someone before he uses BKB but thats pretty much the same with a tornado+emp/meteor into deafening blast combo.
But hex seems to be the more popular choice.
Mana issues shouldn't be a problem because by the time you get a Refresher not only do you have significantly larger mana pool, your wex should be at a high enough level that you can drain mana off it.
