It's based on the number of players who qualify to be ranked. It's a bit more complicated, but "all players with 30+ matches as that hero and one match played on the hero in the last 30 days" is a good description. The number varies a lot hero-by-hero but usually shouldn't fall below 10,000 and can easily be 10x that for popular heroes.

As a dotabuff plus user, there is a new (ish) ranking tab added. When you played 30 games with one hero it will give you a score, division, percentile and then your normal winrate, games played and KDA.
My question is with the percentile, is the percent how you rank compared to:
- Everyone in the dotabuff database
- Just the dotabuff plus users
- Just the dotabuff plus users with 30+ games as that hero
- All users with 30+ games as that hero
