It's really hard to get a solid ping when playing on servers across the world. It's a noted problem with some professional tournaments, where even with the best internet obsessive Dota-playing can provide they're operating at 150+.
If you can't upgrade your internet, the best advice I can give you is to play heroes that aren't dependent on timing. Forget playing initiators like Centaur and Tidehunter. You're now playing split-push cancer like NP.
Warning: Playing exclusively NP when suffering really bad ping can lead to loss of soul and a 40% NP winrate, like I had when I was living in hotels.
