There's a console command so you can do this in CM etc. You can also ban like, Techies, Abyssal Underlord and stuff. This happened to me as well where in a CM game the opp. drafted Legion and Earth Spirit lol.

^you can pick any hero that is not available in cm, u cant use techies and pitlord though as they are disabled in-game.
