You can google it i guess, lots of people have explained it already. Its relative easy to reach lvl11, good for big-ultimate supports, and thats a small window to catch up use ults and comeback whatever. If i remember correctly, exp needed for lvl12 is more or less the same then before, but they reduced the exp needed for lvl11 so big ults come online earlier. But its still the same time to get to lvl12 or 16 or 25. So carries or whatever with more exp will still be ahead but supps has bigger ults.
Awhile ago (like a year), lvl 11 cost a lot more exp and lvl 12 cost a lot less. They cut the exp down for level 11 to 600 (same for 5 > 6), and tacked on all the other exp to lvl 12. So you hit 12 at the same rate as before, but get your 11 a lot sooner.
It allows supports to get their second point on their ult and still have some impact in the game. It also makes th level gap between carries and supports a lot smaller.

Why does it take 2200 experience to level up from 11 to 12? The only time this amount of exp is required to level up is from 21-25.
