Best I've had is US East @ 80 ping and is very rare. Typically I float between 180~210 myself and live in Kansas City so supposedly right in the middle between both servers in US. I can't change ISP's since Time Warner Cable has a nut stranglehold on Kansas city in my neighborhood at least. DSL is poo also so not an option.
I am waiting with baited breath for Google Fiber in my neighborhood..... hoping it will be this summer they will finally install fiber in my neighborhood.
I'm right near EU East server but still I play on EUW. EUW is way higher leveled compared to EU East.
I got great ping toward any of the servers ( ranging from 14 to Europe servers to 120 on USA servers ) but on the other hand i got trash pc, so i play on mostly 25 fps. So chill, at least you got good pc :D

And while I am waiting (and while I have no inspiration for writing more blogs, since I don't play dota as much), I might share some of the last changes in my life - most of you know that I have moved from Ukraine back to Kazakhstan - my country of origin. But as 22 y.o. Male I couldn't possibly stay at my parents house for long, hence after 10 days of extremely tasty food and care from my awesome mother, I've moved out and rented a rather cheap flat (~$300/month).
It is simply superb. It has 80's USSR style and remained rather authentic. I really feel like I need to share some pictures.

@Hot.Salza - it is actually blueberry jam that was left in the Fridge since the previous renter (god knows when). I managed to spill quite a lot of it inside the fridge, and decided to have some fun while cleaning)

Got my fiber broadband. It certainly helped the pings, but I am still experiencing quite a lot of spikes, which I find annoying.
The weather is fine. It was -34 C (-29.2 F) when I arrived, but got a bit better with -24 C (-11.2 F) c last couple of days.
I have 40 ping to Stockholm and about 100 to both EU West and East, but i keep getting very annoying lag spikes which often make my performance way worse than it should be. Which is very sad, as in the place i used to live in, the max internet speed was 512kbps, yet, despite the higher ping, the overall quality of the internet was higher!
At least you could find a flat for yourself. I'm too anxious to live in a dorm, but it costs only 2500 per month, meanwhile a lot of flats charge 1000 or more per day...Just how'd you find one that's so cheap and has internet at the same time?

There is no way antique flat provide fibre optic internet as facility.
I ping ~120 to USW, and I found out most people get 50-70 ping and it's definitely a noticeable difference.
My country is rather cheap overall. E.g. living in UK needed around £200=$350 monthly for food/bills. In Ukraine I was ok living on $250. Here I will only spend ~$200 on food in a month. And that includes occasional "going out" when I am too lazy to cook.
I pay for the internet separately. it was just installed today. But overall an optic fibre connection with a stable 30-40 Mbps Download speed for ~$24.75 a month is not too bad. And the installation was free for some reason (had to sign that I am willing to be their customer for at least 6 months though)
- 34 C is not too bad - my country is really dry, so it isnt as bad as -34 C would be felt somewhere in the UK.
Like, when I feel lazy, but really want/need to get to the shop ~100m away, I usually just put on a sweater/boots and go out in shorts. Feels good)
@Deadshot -lol'd at your comment. I guess the main problem, is that the "Russian" servers really don't provide much advantage to Russian players - they usually have higher ping on them, compared to EUW. You can look at my ping tables - you can see that the ping to EUW are the lowest, by at least 10-11ms, compared to Russia.
We need a petition from the community to get servers somewhere around here:

That would
a) Solve the problem of Russian-speaking population on English-Speaking servers.
b) Allow a HUGE (HUUUUGE) playerbase in central Russia/Kazakhstan/Mongolia etc. etc. etc. have <100ms ping.

I would sign the petition and invest money in that server over in russia idea. I would expect an ROI though :O
I'm from Canada, Ontario and still got 35ms ping on European servers >_>
The servers I do get 100+ ping is Russia but for pubs I have that option there just cause I dont want to wait too long for a game (I've got north america + europe + russian servers in preference, dont like south americans =/ ).
@Shelleg3s The problem with us(south america) is that we don't have a spanish server, brazil server is so laggie and we don't speak Portuguese. So we play in na server :/
