op is asking which heroes will destroy a lane the fastest, that list is just showing heroes who deal a lot of tower damage in pubs, which is 99% going to be from games with heroes just ratting, when there are still better pushers. tiny with items can walk up a lane, kill every creep wave in his way, and take t1,2 ,3 towers in less than a minute, yet he isnt at the top of the chart because he isnt a rat hero.
But in the context of a real game tiny takes much more farm to get to that point than lycan does. Lycan can annhilate waves and towers with basically just vlad's. Tiny needs aghs and ac at least.

there are only two situations when pushing towers.
1) push a tower with enemy def there
2) push a tower without enemy def there (rat ?)
so in your opinion the best pushers only come from 1) push a tower with enemy def there ? if that's the case, tb lycan np still valid good pushers imo.
Nature can really put pressure on all towers constantly at all times of the game, by using treants to tank tower shots, damaging all enemy creeps with his ultimate and moving from lane to lane with his teleport, not to mention the insane right click damage from NP.
For tower damage in the early game you can of course mention Leshrac, Shadow Shaman, Death Prophet who will melt T1 towers in a matter of seconds if uncontested.
Pugna, Chen, Enchantress, Broodmother, Venomancer will easily put pressure on towers, not by instantly taking them down, but whenever a creep wave goes to their tower, they will easily weaken it.
Of course later in the game any farmed dps carry will be able to destroy towers pretty fast, but some of them are obviously tower killers : Meepo, Tiny, Terrorblade, Troll Warlord (those guys dont care about backdoor protection)
Special mention to :
-Sniper, who can outrange towers, that can help taking down T3
-Drow Ranger, who with her really high early DPS will take down early T1 towers
