Although really, when you get a game like this is means you are just in range of being high enough MMR to go into a High game and average out someone...most likely NP in this case. Keep winning and you will get there more often.
Wait, so in this case, what has to happen for him to move from normal to high? And does that consequently lead to someone dropping from high to normal?
Lets say you need an average team MMR of 3500 for High Bracket...and 4,500 for Very High. I don't know exactly what it is...but that's close enough for this example.
Someone ques up with 4 people...4,100....3,800...3,400...3,300, ok no way that goes to Very High, but it should go to High.
Another group ques 4 people...4,000...3,700...3,500...3,300, again no way it goes to Very High, but it should go to High.
However, to get these averages up to 3500 MR you need players with at least 2900 in the last spot. The top people who are queing solo into the regular que that very moment matching server, mode, and language are 3200 and 3300...And you are in! But you are not actually over 3500 yet. You win the game and go up from 3200 to 3250...but you are still several wins away from really being "in" High bracket and getting there regularly.

Another player making it into High does remove the spot from someone...if there are no new players. It doesn't take it from them directly it's just that it shifts the system a tiny amount which will knock someone somewhere who was on the very edge down.
Of course with tons of new players adding all the time...that shifts things back the other way and sort-of opens up free space in High and Very High. With 6.5 million active in a month you needed to be about in the top 1 million players to make High bracket. When it was 2 million in a month that was the top 300k for High. The adding of the new players indirectly shifts 700k more people into High. Of course some of those players entering High were the new players who have lots of experience in dota 1...or smurfs however many of those there were.
well eventful night of gaming. this was my last game so was pretty sluggish random'd mag went to mid to wait for my creeps to spawn and roshan dies.... so i think here we go tryhard team its gonna be a hard win. but it seems like they searched dota 2 on youtube and "how to lvl 1 roshan" and then didnt bother to learn about anything else lol interesting to say the least. http://dotabuff.com/matches/300659004
