"deepweb" is missuse of the term. Anything connected to the internet which you cannot reach through normal means (e.g. your personal e-mail inbox) is deepweb.
Just download Torbrowser and look for yourself. 99% of the websites are fake, 99% of the stories are fake. There was a big market for drugs and other (slightly illegal) stuff, but it got shut down. Now people are trying to copy or resurect it, but you just can't know whom to trust.

Deepweb and darkweb are different things yeah. All the stories are overrated though. It's mostly child porn down there (didn't go myself, many friends said so though).

^well there are still "circles" in which pedo stuff exists on the darkweb, but the thing is that they change their .onion address regularily so you can't find it unless youre a well known pedo (same applies to reputable blackmarkets/human trafficking/hitmen ... )
u can use proxy servers if u r afraid of being tracked. some of them share the data of ur original ip, and some of them hide it; u need the 2nd one.

lots of people use darknet forums/boards in order to get around their countries limit of speech (f.e. near east/asia)
there are only very few scammers (read: no scammers) on market places, and over all its quite safe to buy drugs there

That was back in 2008-2010 (hackers and stuff) when few people joined and nobody knew about their existence. but now it's too mainstream and most of the people there are 10-15 years old kids.
the darknet always existed because its basically nothign else than peer to peer connections. software such as tor also always existed, but as you mentioned, it became mainstream and easier to access for everyone
though generally i dont see what 10-15 year olds would do there apart from hanging out at image boards that are similiar to 4chan
