I usually check whatever the other supports level is and let them have it if they're lower. but supps should definitely have dibs
Highest priority is definitely for big lvl6 ults.

lv 6 ult or lv 10 talent on supports are priority. depends on how good the 10 talent is though. gpm or xp talents are pretty useful to have a minute or two sooner on supports.
if the offlaner's having a rough game sometimes it's okay on them. the 3 and 4 pos are kind of blurred together atm so sometimes you get a really farmed 4 who can transition into a core, almost swapping roles with the offlaner, plus dual lanes being meta means offlaners sometimes don't get 6 quick enough.

only mid for guaranteed tome was old qop with blademail 100% hp steal... imo. shit like storm maybe for 12 18 the book should be about hitting a spike not +3 str on an ns
sometimes i steal the book for lvl 3 rearm. mainly if i see ppl nuking creeps ive marched >:(
depends usually who is the lowest lvl and needs lvls the most... for example roaming rubick needs early 6 but sometimes he just does not get the xp he needs if he has to roam around a lot and tome really helps him there... sometimes it can be worth to give it to mid who needs fast lvls if he got crushed in lane, just to help him come back into the game. usually tho i would recommend pos5 to get it
The hero who is behind on levels... In most cases that will be position 4 or 5... And this is mostly for the first tome... Just adapt to the situation in game I guess...
As a core I almost never buy tome - the only reason to buy it is that I am behind and I can have powerspike for next big teamfight (tide) and my supports are lvl 6 or higher.
If this is not a case, it goes to supports. if I am farmed as hell - (dusa, tide, alch), I even buy it and give it to person who needs it most in late game.
The most annoying thing is when there is a core (typically invoker mid or spectre >6 already), who buys the first book when both supports are under 6. When I support and mid player does this, I just mute that player and ignore him for the rest of the game and focus on other players. These dogs doesnt deserve any help in the game.

Carry who afk jungle whole game and being outleveled by anyone else because never got any exp from the fight wins
Lion, Rhasta, AA, Lich, Bane, Rubick, Warlock > the kind of supports needs tome to level 6 for an early kill/push otherwise they are burden
If you have a Wisp in team and you don't let Wisp have tomes, you are a person that doesn't actually want to win the game.
3rd tome is for the unlucky one who havent reached lvl 18
4th tome is for carry or mid who need lvl 25 talent
5th tome is for supp who need lvl 25
